HVAC permits and licenses in Rockford

Inside the City of Rockford, the company that installs or replaces your air conditioner or furnace must hold a City of Rockford mechanical license, and the job needs a mechanical permit with that license number on it. Illinois has no statewide HVAC license, so towns outside the city set their own rules.

The City license

The City's Construction and Development Services department says mechanical contractors must obtain a mechanical license with the City of Rockford. Getting one means filing an exam application, being approved by the Mechanical Board, and passing the exam. According to the City's renewal form (revised January 7, 2026):

  • Licenses expire on December 31 every year and must be renewed.
  • Renewal requires a current permit bond of $25,000, in the name of the company and the license holder.
  • The license holder must be a full-time employee of one company.
  • Permits will not be issued to a mechanical contractor whose license or bond has expired.
  • Every permit application must show the name and license number of the contractor responsible for the work.

The City applies the International Mechanical Code with its own amendments.

What the permit covers

The City's mechanical permit application lists the jobs a homeowner is most likely to need:

  • Air conditioning, replacing an existing system or a new one.
  • Forced-air furnaces, replaced or new, with efficiency and BTUs.
  • Boilers.
  • Ductwork, with a question about whether more or less than half is being replaced.

The form also asks whether load calculations were done: ACCA Manual J (how much heating and cooling the house needs), Manual S (picking equipment to match) and Manual D (duct design). If your installer didn't do one, ask why. Why sizing matters. Gas piping is a separate permit from the HVAC permit.

Doing it yourself

The City says owners of one- and two-family homes who plan to do their own mechanical work must file an Owner-Applicant Permit Application. Refrigerant work is a different matter: federal law requires EPA Section 608 certification to service equipment that could release refrigerant, so charging or opening a refrigerant circuit is a job for a certified technician.

Outside the city

Loves Park, Machesney Park, Belvidere, Roscoe, Rockton, South Beloit, Cherry Valley and the villages each run their own building departments or rely on their county. Rules and fees differ. The installer should know which apply at your address and pull the permit.

Questions to ask the installer

  1. Inside Rockford: what is your City of Rockford mechanical license number?
  2. Will you pull the permit, and is the fee in the quote?
  3. Did you do a Manual J load calculation for this house?
  4. Is the technician doing refrigerant work EPA Section 608 certified?
  5. Can I see proof of insurance?

Questions about a permit can go to the City's Construction and Development Services department at 779-348-7158.
